Health Information Exchange Standards 2026

In accordance with the DOH Reference and Master Data Standards and to maximize the clinical and population health benefits of the Abu Dhabi Health Information Exchange (Malaffi), the Department of Health (DOH) mandates the use of specific coding standards, units of measurement, and data classification protocols.

These requirements ensure the standardized capture and exchange of patient demographics and clinical data across all Electronic Medical Records (EMR). 

Furthermore, the DOH enforces a Minimum Data Set and the newly effective 2026 Data Standards for all information transmitted from source EMRs and Reference Lab Information Systems to the Malaffi exchange.

All Healthcare Providers are required to monitor this page regularly to ensure alignment with current technical specifications and implementation timelines.

Data Standards

The following are the details of the data coding standards, unit of measurement, required minimum data set(s) and implementation timelines.

  1. Demographic Data

    The following data points are mandatory for the standardized identification and registration of patients:

    Standard 1 - Patient Identifier - Emirates ID and Passport
    Standard 2 - Patient Name
    Standard 3 - Date of Birth 
    Standard 4 - Nationality
    Standard 5 - Phone Number
    Standard 6 - Email
    Standard 7 - Address (Coming Soon)

  2. Clinical Data

    These standards facilitate the exchange of clinical intent and diagnostic accuracy:

    Standard 8 - Patient Allergies – Non-Drug Allergies
    Standard 9 - Patient Problem List/Chronic conditions 
    Standard 10 - Patient Laboratory Result Information
