The UAE Federal Law on Foreign Direct Investment No. 16 for 2020, Grants the foreign investor ownership up to 100%. The Department of Health – Abu Dhabi (DoH) continues its efforts to build robust and sustainable healthcare system that offers community members with high-quality healthcare services and fulfils the population’s healthcare needs by strategically supporting high-quality investments in the healthcare sector.


DoH continues to help guide local and foreign investors towards making informed investment choices and equip them with the necessary information through a guide that includes guidelines covering all aspects of building a healthcare facility, from design and infection control to engineering and financial planning. DoH maintains high levels of transparency in licensing healthcare facilities are achieved through its licensing system.

The DoH aspires to support and facilitate for investors to effectively invest in the Emirate, however, obtaining a DoH license does not necessarily grant the investor any insurance coverage or government land for their project.
