Flexible Health Insurance FAQs

The 'flexible health insurance' policy is an insurance option introduced by the Department of Health – Abu Dhabi (DoH) in cooperation with the Abu Dhabi Department of Economic Development (ADDED). The policy aims to raise the levels of competitiveness among healthcare providers in the Emirate, elevate the Emirate’s position as an attractive destination for investors and broaden access to world-class healthcare services for all community members.

The 'flexible health insurance' policy is characterised by an insurance coverage for the costs of treatment services amounting to AED 150,000 annually, 100% emergency coverage, patient participation (Copay) 20% of the cost of all external treatment services and 30% for medicines. Policy holders can benefit from healthcare services in a network of healthcare providers in the Emirate, with the possibility of upgrading insurance coverage according to the patient’s needs.

Having aligned with the Department of Health – Abu Dhabi (DoH), health insurance providers will evaluate the condition and medical record of the insured to determine whether to accept for inclusion in the 'flexible health insurance’ policy. The categories include willing investors and owners of freelance business licenses and their families and employees, expatriate residents in the Emirate who work in the private sector (provided that their monthly income exceeds AED 5,000) and their family and employees who are not covered by the health insurance by the employer whether in the public or private sector.

The 'flexible health insurance' costs AED 750.

  • People with monthly income below AED 5,000
  • People rejected by the health insurance companies for justifiable reasons. In this case, the applicant must be informed in writing.
  • People included in a health insurance coverage by a governmental entity.

No, the 'flexible health insurance' policy is added to the health insurance options currently available in the Emirate, including the enhanced health insurance and basic health insurance.

Companies or individuals wishing to subscribe to the 'flexible health insurance' policy must contact health insurance companies as their current health insurance policy is about to expire to obtain more details and apply to the 'flexible health insurance' if the listing conditions are met.

You must adhere to the validity period, if any, of the current health insurance policy in accordance with the relevant conditions in the agreement/plan.

The emirate of Abu Dhabi boasts a pioneering health insurance system. The implementation of law No. (23) of 2005 Concerning Health Insurance in the Emirate of Abu Dhabi and its Executive Regulations allowed an easy access to world-class healthcare services for all community members in accordance with the highest standards of quality and efficiency, which consolidates the Emirate’s position as an attractive destination for entrepreneurs and investors.

If the annual coverage of the 'flexible health insurance' policy ends, the committed subscriber must agree with the certified health insurance company issuing the policy to extend the treatment coverage for the insured until the end of the specified period, pay the due insurance fee and/or provide a substitute health insurance policy.

It’s a network of the certified healthcare providers/company that includes a list of clinics and hospitals with the possibility of upgrading insurance coverage according to the patient’s needs.

All certified health insurance companies in the Emirate of Abu Dhabi can issue the 'flexible health insurance' policy.

The renewal application is submitted by logging into the "TAMM" website using digital ID, and then entering the electronic services page of the Department of Health - Abu Dhabi for facility licensing.

Login to the "TAMM" website using digital ID. Enter the electronic services page of the Department of Health - Abu Dhabi for facility licensing.

Then enter into the outcome section and print the license.

"The ""Add Specialty / Family / Service"" application is submitted by logging into the ""TAMM"" website using digital ID, then entering the electronic services page of the Department of Health - Abu Dhabi for facility licensing, and then entering the amendment, and accordingly, the ""Add Specialty / Family / Service"" application can be selected."

Contributing to its vision of a healthier Abu Dhabi, the Department of Health launched Muashir – Abu Dhabi Healthcare Quality Index in 2018. "Muashir" is a unique, comprehensive and reliable quality framework that evolved from the Jawda programme, which was first launched in 2014.

"Muashir" promotes sustainability, effectiveness of care, transparency, accountability, and the enhancement of patient experience. The development of the "Muashir" framework was based on innovation, patient centricity and engagement.

"Muashir" consists of multiple dimensions that were added since its establishment to cover the quality domains identified globally:

  • Clinical Care Outcomes: Ensure patient safety and the effectiveness of the treatment provided to the patient while considering the complexity and patient volume seen by the hospital.
  • Malpractice: Investigating medical errors to ensure patient rights are preserved while reducing medical errors
  • Patient Happiness: Measuring the patient’s experience throughout their treatment journey by monitoring access to health services and patient satisfaction
  • Correct Claims: Ensure that the services provided to the patients are properly documented and claimed
  • Research & Innovation: Encourage health facilities to research and be innovative, in order to improve quality, patient safety, and patient experience
  • Healthcare Regulations Assurance: Ensure patient safety and hospitals’ readiness to serve the patient within the best international standards
  • Staff Happiness: Ensuring the happiness of the medical staff would allow them to provide higher quality medical services, resulting in better healthcare outcomes for the patient.
  • Safe Workplace: Providing a safe environment for the patients, their attendants and medical staff
  • Quality Assurance Certificate: Ensure patient safety by assuring the accuracy of quality data reported by the healthcare provider

A request for treatment abroad can be submitted through TAMM application, TAMM platform in the link below, or through one of TAMM service centers.

Documents required to apply for treatment abroad are:

  • Medical report (not older than 3 months).
  • A copy of the patient's passport.
  • A copy of the patient's ID.

The patient is entitled to (2) official family escorts, provided that they fulfil the following conditions:

  • The age of the official attendant should not be less than 18 years.
  • The official attendant must be a UAE national. In case the official attendant is a non-citizen, the attendant needs to be a third degree relative.
  • The official attendant should not have health problems that prevent them from taking care of the patient.
  • If one or both parents are patients or one of their children is a patient, they are entitled to a maximum of (2) accompanied children under the age of six (the age is calculated from the date of the departure for treatment).
  • In the case of more than one patient from the same family (father / mother / wives / children), (2) official attendants shall be allocated for the first patient and (1) official attendant for each additional patient.

Note: Attendants can be registered through the "TAMM" platform.

  • Official escort: not less than 18 years.
  • Official companion: not more than 6 years.

The time required for approval varies according to medical evaluation requirements and any additional requirements at accredited centres of excellence in Abu Dhabi or abroad.

Medical reports issued by government and private hospitals within the UAE are accepted.

It is possible to request a "To Whom It May Concern" certificate for the patient and/or the official escorts from assigned case coordinator or through the website in the link below, or TAMM application :

Sick leaves and medical reports issued abroad will be approved by the Department of Health - Abu Dhabi upon the patient's return. Sick leave can only be applied for a maximum period of one month.

A report on previous treatment can be obtained by contacting the medical evaluator or the case coordinator at the IPCC in the Department of Health - Abu Dhabi.

The official escort must be a UAE national. In case the official escort is a non-citizen, a relative up to the third degree is required.

The allowance card is sent through Emirates Post, sufficient time before travel.

If the patient wishes to advance, postpone or cancel the appointment, an "exception" request must be filled out and submitted through the "TAMM" application or the "TAMM" platform in the link below:

The patient can postpone the appointment maximum 2 times before completing the travel procedures and issuing tickets, this is determined by the center according to each case's situation and policies in place.

The patient has the right to switch companions after fulfilling the following conditions: The exchange request is submitted by the patient or the first official companion, mentioning the date of exchange and providing the identification papers of the new companion, along with a copy of the travel ticket.

Note: The initial approved treatment duration must have passed (it varies from patient to patient, usually 3 weeks).

Daily allowances are paid two weeks in advance to the confirmation of the patient and official attendant/s departure from the country. Subsequently, daily allowances will be transferred weekly as back payments starting from the third week.

If the patient wishes to submit a request to change the treatment destination, an "exception" request must be filled out and submitted through the "TAMM" application or the "TAMM" platform in the link below:

Official attendants must obtain international health insurance to cover emergency treatment abroad, prior to issuing travel tickets.

*This condition excludes holders of Thiqa 1. 

Documents required to apply for treatment abroad for patients who are foreign children of Emirati mothers are:

  • A copy of the patient's passport + a copy of the residence permit.
  •  A copy of the patient's ID.
  •  Medical reports (not older than 3 months).
  •  A copy of the patient's birth certificate.
  •  A copy of the mother's identity card. 

Additional documents can be attached also, such as: 

  • A copy of the mother's family book.
  • A copy of the patient insurance card.

We advise you to submit an official complaint to the health facility management by filling out the facility's complaints form or by contacting the employee responsible for receiving complaints, for the health facility management to take the necessary measures and ensure client satisfaction, in line with the standard no. 8.6 issued by the Department of Health - Abu Dhabi for managing complaints in health care facilities.
